The description is wrong. I think! It should read:

4: Increase Chance to Critical Nuke by 3%
5: Increase Chance to Critical Hit by 120%

Circle of Power increases the CHANCE to crit with a spell or melee attack. NOT the amount of critical damage output.

Well you're right that it's wrong, but it's not limited to nukes it also counts for DoT's. The spell data actually reads:
"Slot 4: Increase Spell Crit Chance by 3%
Slot 5: Increase Chance to Critical Melee by 120% for All Skills"

You must be on a TLP, because that was changed on Live servers to "Direct Damage" back in 2012. So, depending on what Era you're in on which server, you both could be simultaneously right AND wrong.
