The short duration of this spell combined with the extremely limited number of charges and 300 mana cost AND recast time, basically make it garbage. Like this just doesn't justify a spell slot. Bard songs give a higher damage shield with unlimited charges and no mana cost.
This spell has a 3 tic "max" duration. Meaning, it only does a max amount of damage and then it drops if that damage is done before the 3 tics are gone.
Pulling swarms of stonemites in Skylance #2 (like 12 at a time) the buff will drop almost immediately after cast.
It drops after triggering 8 times, thus it does 8x210 damage then drops.

Would be nice to cast this on a Tank When a mob enrages at 10%. =)

The tank should turn off attack at 10% when the mob rages or else he's going to kill himself on ripostes...

Uh, because the tank is still taking hits??? The thorns aren't on the tank's weapon.
Then it's the same as casting it any time, why did the op say at 10%?

Yes you can cast this on yourself or anyone else. It used to also have a Damage % absorption on it along with the Damage Shield till SoE found the need to once again nerf a decent high-end spell. Now it is only a high DS.

Is it just me? Duration is 3 ticks, so why would i want to use this spell??????
OK.... Think about this.... The mob is IMMUNE to spells.... Oh, wow! HEY! You've got this spiffy limited hit DS!
Our group has taken down several mobs that are pretty much immune to spells w/ limited his DS's. Sundersky in Arcstone comes to mind. This is the most reliable form of DPS for the front half of the named hound in arcstone for the cloak spirit mark, too. Well, most reliable form of caster DPS. There's the was quest mob that gets trained to nobles causeway in dranic scar, too....
Just some thoughts and ideas.

1680 points of agro free dmg. Every bit of DPS can mean the difference between winning and losing. Just one more trick in your druid arsonel.

well i don't have the spell but "Target Type: Single" would indicate it's a single cast on your target, not on self
