If this worked with procs it'd be semi-useful, as-is, there would rarely ever be a call for it. Storm blade adds vastly more damage to melee classes than this will add to casters. And its only 2 charges. Whoever heard of a bard song with -charges-???

This spell can be researched, and the result is droppable. Ingredients are:

bards, don't be daunted by the sound of these quests, they're very easy to finish. what do you is zone into the Devestation and load up a set of our dot songs. put psalm of veeshan as your first song in your chant lineup and decide on one type of mob to pull. i chose the undead because i had some skulls saved up but you could choose any of the mob types out there. beware, the giants can silence. the vah shir like to cast a snare. personally i like pulling the spectres because they don't snare and their lifedrain spell is resistable.
so anyway, once you've picked one type of mob to pull, get them single and just kite them down. you could try charm kiting, but the possibility of being snared makes it pretty hairy. easily done as a 70 bard. kite some mobs down, collect 4 skulls or 4 tentacles or what have you. you just need 4 of one type. after that, head to the middle of the zone and you'll find a stronghold. find the door and beat it down so you can zone in. inside is another door. beat down that door and you'll find a mob of one type right in front of the door, KoS but hailable. he gives the quest and from there you can just turn in the items and get the song!

Not so easy. I instantly died at lvl 75. I went inside to see the quest giver, i seen the spectres inside but none outside of the Stronghold. They were dark blue with two skele's with them. I pulled one to kite, it summoned me, instantly took me to half health, then summoned me again and I was then dead. Killed the 75 Ranger that was with me instantly as well while being beside the exit, summoned before they could zone and died. Tripple punching 1600.
So this seems to stack with Erikis, I had them both going.
Any word to concur with this?

yes it does stack and it will add a 200 damage nuke to any existing nuke...it ca crit seperatly for 450

this sounds similiar to the enchanters Manaflare spell, which means it will go off on spell based procs. This could include song of the storm, to a nice total effect.
I just finished this quest... this is a result of the Saga Skins quest in Devastation...
You get 9 skins from the different clans in Devastiona/Rage and turn them in to the Grand Librarian in PoK then combine the pages returned in a book of binding that can be purchased at many tailor vendors in your home town.
The "Song" can be twisted and looks to add a damage proc to DD spells... of course it does nothing to our proc's /sigh

True, it doesn't seem to effect procs or clicky effects (even if you can cast the spell). But, it seemed to go off on every completed cast (or atleast VERY frequently) of a detrimental spell, even if the spell was resisted.
It's certainly not an uber increase in dps, but it does give us another song to twist in for that little extra DPS from caster classes -- especially once you get your 70 aura to handle focus/overhaste.
While not 'great', atleast it's something different =)
