As I search through the DoDH spells it appears this one is not parsing correctly on the site.

Here is the SPA info for this spell.

1|36|18|0|100|0
This is increasing the poison counter by 18 which looks correct.

$2|0|-695|0|122|695
This is decreasing hitpoints per tick with a base value of 695.

Edit: Looked at this in code. The calc its using we show to be deducting 12 off the base1 value. So it looks like it auto deducts 12 off the base value to start the dot off at 683 damage. However looking at the game description, it shows the dot to lose power the longer the dot is on whatever. We would need someone to test this dot out to see if initial damage of 683 damage per tick is right along with 611 damage per tick is the least it will do before fading.

Is this what you are seeing in game?

It starts off at 683 damage and then so forth for each tick of 7 ticks total.
1 - 683
2 - 671
3 - 659
4 - 647
5 - 635
6 - 623
7 - 612

1 damage off from 611, there might be some decimal values in there I don't see so it rounded down.

So this looks to be correct judging by looking at other spell parsers info as well.

Also, deals the second most damage out of all of our dots (right behind Dread Pyre)

Damage on this decreases as it ticks. Loses 12 per tick.

Starts at 695 and finishes at 611 with any extra ticks from focus also at 611.
