They patched it in at the end so obviously it's the last turn in. Allakhazam hasn't updated the quest yet.

Got it by turning in a lesser muramite rune to Karsor the Mad in Dranic Scar..
I had all my other 67 spells, so i dont know what order this would be given in tho.
