Cast this spell four times in a row and always got a level 34 pet. Pretty shocking considering this is a level 41 spell. Pet lasted about 10 seconds on a slowed and crippled blue-con mob. Couldn't even cast Boon of the Garou on it since the spell has a level 35 requirement. Pathetic.
Oddly enough, the level 37 pet spell also summoned a level 34 pet three times in a row.

Wht the hell do we have to run 600 miles to get these spells.Guess it can't be easy and put on POK vendors like the rest of the spells.

2 ways an enchanter can control his pet:
Charm line of spells or AA ability "Dire Charm"
For animations, AA ability Animation Empathy will allow you to control the pet like other pet class.

Ok it nice to know what it hit's for but were the hell do you get it?
Well, I am not a chanter, but guessing HHK like all the other animations?
Hits for 44 and dual wields if you give it a dagger (or maybe some other types of weapons.)
