I think he was trying to say 2 minutes less than with the 1.5 (which is still incorrect). The 1.5 reduced the time by 4 minutes (became 18 minute reuse), and this one reduces it by an additional 4 (14 minute reuse).
The re-use timer for Innerflame is 20 minutes. With it reduced by 480 seconds (8 minutes) it's re-use time is 12 minutes, not 14.
