I was just at the spell vendors on the ship in Abysmal Sea, and the Barindu ports are not sold. Rumor has it that they are quested, like the OOW ports.
Ok I have ALL spells 1-54, with the exception of Imbue Fire Opal, Vision Shift, and Frozen Harpoon.
So where do I get these new port spells?

You can buy them in Abysmal Sea off your class spell vendor. Use the "Find" function to get to him/her.
