it says min lvl 61 but it says it lasts for 3 mins at lvl 1??? Which is right? minimun 61 or does it start at 61? Anyone able to help me

Just to clear confusion. Its min lv is 61 as stated, its just they use a mathamtical equation for duration like every other spell with duration on it. They just didnt set up the parameters of
60 < X < 66 so the display value shows if a lv 1 COULD cast (if it were actually a spell not a focus) it based on math alone.
