This is NOT overhaste. This haste is Spell Haste, same as Shaman Cast Celerity or Enchanter Hastening of Erradien, or any other castable haste. Overhaste is bard haste generally, or from clickable effects on items.

Which is exactly what this is.

This spell is applied in the same way as Miraculous Visions (30% overhaste) only this one is 50%.

This is NOT over-haste. Overhaste effects are listed as v3 haste, such as Aura of the Poet, shown as:
1:  	Increase Spell Damage by 21% 
2: 	Increase Haste v3 by 25% 
3: 	Limit: Effect(Hitpoints allowed) 
4: 	Limit: Max Level(85) (lose 5% per level over cap) 
5: 	Limit: Spell Type(Detrimental only) 
6: 	Limit: Target(AE PC v1 excluded) 
7: 	Limit: Target(PB AE excluded) 
8: 	Limit: Target(Targeted AE excluded) 
9: 	Limit: Target(Uber Giants excluded) 
10: 	Limit: Target(Uber Dragons excluded) 
11: 	Limit: Combat Skills Not Allowed

Note the Slot 2 = Increase Haste v3 by 25% which means overhaste, if the spell data doesn't say Haste v3, then it's not overhaste. Where as this effect is:
3: Increase Attack Speed by 2% (L1) to 50% (L49)

Which means regular casted haste.

There are three types of Haste, worn (no buff icons in the buff windows), casted normal haste, and casted over-haste. Worn + Normal casted haste has a limit of 100% total. Casted Over-haste will go over the 100% limit, if you have are at the limit or close with the combination of worn + normal.

Neither Miraculous Visions nor this one are over-haste. The reason you can have multiple haste buffs in your buff window(s) is because buffs are only blocked / overwritten if the slot numbers are the same. Refer to this post for an explanation of why and how you can have multiple co-existing, but non-stacking buffs.

this is overhaste so yea it will ... spell haste item haste i am not sure about bard though...

It counts as a spell buff, so it would stack with worn haste.
