These were available as part of the "Nights of the Dead" (Halloween) event in 2016 purchasable from the marketplace. See this EQ Announcement regarding them for more information.

Whether these will be available again in 2017 during Halloween is unknown but I doubt Daybreak would pass up an opportunity for some more $$$. Smiley: grin
