I'm level 18 just stumbled on this info by accident from the forum.

/em smacks self in head; repeatedly

I coulda been using this for 8 levels when it'd made a heckuva lotta difference in between that 25% wait time for bind wound & mend! Now, I find out about & it's only through about level 20?

/sigh

Well, whenever the servers finally do come up, I'll buy one--might as well use whilst I can.

Where does this informatin get published? I've looked through all the patch updates & I'm not finding it.

You can use this WELL after level 20.. you don't get an upgrade to it for a long time.

It can be found in EC on the guy in leather armor near the back of the cave.. I forgot his name, but he's there with two guys in plate, away from the little cart.
