When I cast this spell on myself or anything else, nothing at all happens. If I cast it on something I haven't engaged, the mob behaves as if nothing was cast on it at all and just goes on about it's business.
Oh, yeah, and it sucks up all your mana while this is going on. I cast it on myself six times with no damage at all, no buffs, and no messages saying I'd resisted it or even that something had been cast on me.
Just thought I'd mention it.

I guess you didn't notice the PB in the details, as in Point Blank. The damage zone radiates out from the caster, but doesn't affect him.

Once you are in the castle with tha mages, you click on the wall hangings to go up a floor. Rolanda Unja is on the 3rd floor.

Ok, I searched all over Katta Castelum. Couldn't find hide nor hair of Rolanda Unaj, searching every third floor room there was available. Any other suggestions on where to get this spell?

I cant find rolanda unja.

Go from Echo Caverns to Fungus Grove to Twilight Sea to Katta Castellum. Once inside go to loc -705.41, -100.61, 2.13. You will be standing in front of the castle. Go inside and click on the wall hangings. The first time will put you on floor 2, so obviously clicking again will put you on floor 3. Looking at the hangings she is in the room on your right.
