I did a little research (I don't have a rogue high enough to use this disc yet) and I think I have the answer to some of your questions. Some have said that this disc lowers the delay of your weapons while the disc is running. As such, they claim that it is calculated before haste is applied to a weapon, and therefore stacks with all other forms of haste. I have not been able to find how much of an effect hundred hands has, and whether it reduces the delay by a set amount or percentage or some other more complex formula.
