This can be bought from a NPC named Tama (something) in PoK library, NPC that sells Beastlord Tomes
Tana Clawguard sells Beastlord tomes at loc n113 p1019 in the POK library. She is standing next to all the other tome vendors, rogue bard etc one level up from the entry door level on the balcony.
With a group of beastlords (not an EQ group of 6 people, just a group in general), you could send in all however many pets and take turns tanking, since PC's will always be targetted over pets. This could lead to beastlords being able to take on harder creatures by themselves.
Beastlord in for 2 ticks, second comes up at before the other is quite through, activates disc, other backs up. Those who are standing behind could either nuke, heal, or DoT in the meantime. Granted that it would take a LOT of beastlords to recycle everyone's disc before they were called upon again, there could always be something like a pause between tanks as to let the pets take damage in the meantime (they can take quite a beating and Beastlords can heal them well).
If the timer goes down to 3:00 at 65 (I'm not sure, but I think it does...), it would take 15 beastlords to make a complete rotation with no pet tanks. That would be like ALL the beaslords on the server at that particular level range. So it would be difficult to attain this, like I said before, but it's something to start with.
If mobility is an option, then in between tanks, you could let a pet die, have a beastlord run around the side, resummon the pet, and send him in the back again while the rest of the beastlords are doing their rotations of tanking and nuking/healing.
Anyway, this was just an idea for a tactical use of this disc.

As of the date of this post, players are no longer automatically targeted over pets.
Tank rotation is still possible through communication and use of the toggleable pet taunt button. Less viable in a text based game but some use voice.

It seems to Increase Mitigation by 75ish%. When I'm normally getting hit for 140s I use this and I get hit in the 30s.
At 56 it has a reuse time of 3min 54secs. I use it all the time now.

where do i find this and is it live or test? am looking for this one and yes i know this is a discipline!

EC tunnel, it's live, buy the book, then hand it in to a beastlord guild master. Alt + C brings up the discipline window.
I realize these are old posts, but I'll just mention that you don't have to turn in tomes to a guild master anymore... just put 'em in a top level (bag) slot and right click 'em.
