This is a great item for my halfing warrior. It does take a Pure Crystal (about 8gp for 20 crystals) from adventure merchants. Each cast uses 1 Pure Crystal and gives you 20 Hunter's Barbs (arrows). Now my ranger who has 185 fletching doesn't have to make arrows for my warrior anymore.

Looted this tonight in a easy L65 MM LDoN instance. It has what looks to be infinite charges of this spell. Requires a crystal of some sort as reagent.

Requires a "Pure Crystal" as a reagent. I think the LDoN vendors sell these, not sure though.
