Why do rangers get this spell if we also get Burning Arrow at 39 which does 120 dmg for for only 5 more mana ?

And it's got no recast of 18, but only 2 seconds.
But most importantly Careless Lightning been in the game from the start while the Arrow line of spells has been introduced with PoP iirc, so I guess it was supposed to be an upgrade to our existing spells.
