Could this help with charming? The dumber the monster, the more likely it would be to serving you, right?

Not sure that it works in game, though.

Is there actually a good use for this spell? It doesn't seem like 20 less INT/WIS would stop casters from pounding you.

Its a debuff, which is great for duels because if they have enough buffs on them, rather then casting something like cancel magic on them you can just fill up their slots or overwrite them with debuffs. Other then that, no, 20 INT/WIS really isn't all that much of a decrease.
