Here is the SPA info straight from the spell file itself.

$5|368|304|300|100|0
$6|368|430|300|100|0

$5 and $6 are the spa slots.
368 is the Faction SPA.
304 and 430 are base1. These are the different factions. 304 being Ring of Scale, 430 being Claws of Veeshan.
300 base 2. <---- this is the amount of faction gained.
100 calc.
0 max value.

I'll change this on our end so it shows the value of the faction mod.

This is cast by the illusion item Aspect of the Brood. It's the dragon illusion that came from Legends of Norrath loot cards and and LoN prize cards.
It's a new effect as far as I know. Just wanted to pass that on.
