Why have this spell at all? Icestrike can do the same thing for 17 mana... And if its only two or one, it will do more damage to those two...

Well, this spell can be woven with the other for one thing; recast is 9 sec vs 12; this has more range; this has a larger AE radius; and yes, it costs more.
