Generally, if a NPC is blinded, it will do one of three things:

1) Attack anyone in immediate melee range.

2) If nothing is in melee range, and the NPC can cast spells, it may begin casting buffs/heals/nukes/etc.

3) If nothing is in melee range, and the NPC is not casting spells, it will generally flee erratically, similar to the effects of fear.

This can be a pretty good thing sometimes. If someone has built up a ton of agro (wizard doing mana dump, enchanter or shaman doing massive debuffs, cleric doing massive heals, etc.), and the monster is blinded, it will usually not rush over and frenzy on the player with the massive agro (unless that player stays within melee range of the blinded NPC). While in some cases you may not want NPCs to run around wildly, this can save a party member from a thorough lashing at the hands of the frenzied NPC.
