So, basically... being a druid with the ornate boots - Mana Preservation IV - makes the effect on this pretty useless.

can drop ornate boots for boots of slowing slime, however you miss out on beneficial spells then... can get a focus of mithaniel item for those.

Does this effect stack with mana preservation IV or Insanity storm? I'm just wondering if the effect on my Glowing Orb of the Stormwatcher is usefull for an enchanter with ornate silk gloves & arms.

No Focus Effects "stack". Please see my other post, which will hopefully help you understand them a little better.
As for your question, MP4 affects all spells whereas Focus of Solusek only affects detrimental spells (such as nukes). However, Insanity is a nuke and Insanity Storm reduces the casting cost of Insanity by 20%.
So, if you cast Insanity, Insanity Storm will reduce its mana cost by 20% and the other focus effects will do nothing. If you cast a different DD spell, Focus of Solusek will reduce its mana cost by 10% and MP4/Insanity Storm will do nothing. If you cast a something else, like Haste, MP4 will reduce the mana cost by 10% and Focus of Solusek/Isanity Storm will do nothing.

I have seen this spell drop (lost roll tho) off a named underbulk in the deep. He has some ph's, but the mob that dropped it was called "a deranged underbulk" Good luck in your search =)
