It should since pet spells are coded as spell type:beneficial per Lucy.

Should probably work... the limitation only lists it as effect summoned items, summoned creatures should be ok.

Can someone explain this in Laymans terms?

this will reduce the chance of you using a component when casting spell that requires one.
ie: for levitation (which requires a bat wing), it would reduce the chance (by 15%) of using up one bat wing during the casting. This effects all spells up to lv 65.

Here's something from way out in left field: does this affect enchanters' line of enchant metal spells?

If you look at how the spells are laid out in the context menus (right clicking an empty spell gem) Enchanter's Enchant Metal spells are in the same create item category as a Magician's Summon <item> category. It's safe to say that the enchant metal spells are considered SUMMON ITEM spells.

I am pretty sure this doesn't work in enchanters enchant metal spells... I tried a few hundered bars with a reagent reducing item.... never worked once.

Doubt it, because you're "summoning" an enchanted bar of metal using the regular bar as a reagent. I'm pretty sure that's how it works anyway.

Yes, spells that summon items do not use reagent conservation focus effects.
