All these pets dual wield. Do both primary and secondary proc, or just primary? If both proc, I assume that using two Walnan gives twice as many air stuns, but using one Ixblat and one Kedge gives both fire and ice, right?
The proc level is for sure the level of the pet, and the reason for different procs are some proc fire, magic , ice ect. You would want to use a weapon procing ICE against a fire giant in SOLB, not one the procs fire. So the is a reason the proc different spells and a reason for getting each weapon.
First, Proc level is not based off pets level, but the masters level. I.E. a level 10 mage can give hand of ixiblat to there pet and it will proc, same applies to this weapon at level 40.
This is a Level 40 required for proc, you can verify that by getting one summoned and checking it if you feel so inclined.
What is frustrating is that they make all these nice pet weapons, but as you go up in level to use them, there isn't always much of a point to get a different one.
I.E. Hand of Ixiblat and this weapon have the exact same stats, except one procs fire and one cold. Unless you are going into someplace that you have to proc one or the other it doesn't really matter which one you get other than your current level to the Proc level of the weapon (i.e. hand of ixiblat procs at level 10, this one 40, and the rest at 60)
Ok this is totally incorrect the procs for these are based on pet level I have a shammy and a sk pet that disagree with your theory the sk is most annoying seems the hand procs at 10 and at 20 his pet still doesn't have to will to command the weapon.
I tried this in Marus Seru with a Level 29 Necro pet (using a level 29 Necro), duel-wielding with 2 hands of Ixiblat. Not only does it proc, he is an absolute killing machine because the his attack time is so fast with this weapon. Took out an ambush of 4 Zelniak Terrors/Renders and a lightcrawler at once without much of a problem soloing, and he really draws the aggro using these. Seems to proc more when the monster is almost dead, but that could be coincidence. Either way, this pet toy rocks...just cast a couple of DOT's and let your pet wail away, healing him afterwards.
guys, it will say what lvl the pet needs to be for the "proc" to actually proc, my lvl 16 necro's pet weilds one hand of ixiblat, and it procs...not the whole 150 dmg tho... it is set by the lvl of ur pet.

If your a Pancake eatting beer drinking hard working man and care about killing monster to put another mark in the belt.....its not different then any of the other procs weapons we get........meaning do not go out of your way to get this.
Gave them to my level one necro's pet and he procs them. Won't proc either blade, but will proc the hand of ixiblat. The proc is not as powerful tho as it is metered by the level of the pet.
I just got given a bunch of these (thanks drkil!) and while they are rocking (my pet is tearing through blue cons like water! woot!), I do get a "your pet's will is insufficient to wield this weapon" message every so often.
It's possible this was fixed along with the KEI fix, I guess.
ive seem to notice the only summoned weapon that procs for my pet under lvl 49 was the hands of ixiblat... both blades ( kedge and walnan ) didnt proc for me until lvl 49... this is with a necro... not sure about other pet classes...

This summons a 1hs 10/20 +3magic dmg and procs a 120dd+stun. All/None which means it is meant for PETS ONLY.. There is also a spell that summons a +10str/dex/agi/sta +250hp belt for PETS ONLY! Heh, give a level 1 pet this stuff and let em slaughter :)

Actually, the 62 pet weapons (Hands of Ixiblat) do proc when used by lowbie pets. I was able to confirm this a couple of weeks ago, whilst PLing a friend's lvl 16 magician in Paludal Caverns.
and I can personally confirm that they do not proc. I have a shaman, a mage, and a necro. I have tried twinking all with high summon mage items. They do not proc. One of us is lying or misinformed, its up to whoever reads these to decide.
no, i was with my 22 BST in PC and soloing the whole camp, hehehehe, anywayz, i gave him my mage summoned items, the mob atked b4 i could cast proc buff and he did proc, but once i did proc buff he didnt proc. after it faded, he once again procced with Blade of the Kedge.
