In case anyone was wondering, the mem blur component of this spell is MUCH higher than 1%. There was likely a stealth buff done at some point, because I havent had the level 2 Mez NOT mem blur a target practically every cast.
This has made charm soloing extremely efficient and easy, as any time charm breaks, toss out a Mez and it will instantly wipe all hate. Merc can then very easily pick it up, or you can just re-charm the mob.
It hasnt worked every time, but as far as my limited research is concerned, about 1 out of every 50 casts has not mem blurred the target. Hence, the mem blur component is a much higher percent chance than 1%.

whats the difference between this and the level 16 spell?
The lvl 16 spell is a target based AE spell, and it can mesmerize friends and foes alike. The level 16 will even mesmerize me along with my target if I am in range.
Other than than that, you will always find that different level spells have different mana costs, cast times, level caps, and resist adjustments.
This low level spell is a fast casting, cheap mesmerize and can be used for most puposes.
