If it is a proc it is un-interruptable, right? ^.^

Resist: Cold (-200)
Its going to bounce off of everyone. Hell, the Druid group buffs will likely take care of much of it, even for mostly naked players. Wouldn't it be funny, just to see everyone turn into corpses, even if they're just a feigned death corpses? The fact its not actually everyone dying will even allow for low-stress, nearly-guilt-free laughs!

Yup. Procs are instant cast, at least, the vast majority, including every one I've ever seen!
Anyhow, as far as I know, all procs are uninterruptable, not because they're procs, but because they're instant casts. Not to say for sure, but if they ever release a proc that's not insta-cast, it'd likely be interruptable.
