I found the Primary Anchor Package and Secondary Anchor Package on Alerynril the Loyal (Loyalists of Everquest) in PoK Loc 135 -85 - it costs 216 Crowns per and you get a transport device clicky and 4 spells for ring, circle, zephyr and push
