Apparently this is an effect of Spell: Scorch Bones. And if it clicks on, then the necro slow undead only, Shackle of Spirit (NEC/38): Decrease Attack Speed by 48% (L38) to 70% (L60). So, you can effectively slow any mob, living or dead (granted the spells land on them). This from a post on Necrotalk. Also suggested that in that brief period when the mob is undead, the mob can be charmed.
