The vendors name is Pathfinder Arelat stand by the table in library
Seems a uncommon-rare drop of the lower akhevan (xi xaui and xi vius as listed above) in ME. In 3 hours we picked one of these up, and when we were splitting cash I found one on a merchant in DSP (near hopper caves, seems a good dumping grouds for unwanted items from ME) for 2pp.
Check merchants in DSP, you may get lucky. Otherwise, just get a pick up group in ME and have them pull a few of the low akhevans as well, they are fairly easy kills.

Can be bought in Fungus Grove I believe, one of the vendors there sells them.
