Falos Ginranes in Echo Caverns sells this (back in the evil merchant/trainer area, which is reached by going out the zone line near the soulbinder in SH). He's all the way straight back in the left of the two huts along the northeast corner.

Price was 2.8 pp at 50 CHA.

This spell takes 25 str from mob gives to you, 5 mana cost makes ideal for pulling when you are not ma or PVP, it doesnt not take affect on crippled mobs, and considering the aggro cripple generates ya think it would me a more useful aggro tool but its not...
