I can't find a vendor that sells this. Is it maybe a proc and the site is mistaken calling it a spell?
EDIT! I found it. To save others the aggravation I went through I'll tell ya who sells the spell.
Horoal Deathdealer the necro vendor in Echo Caverns. (over by the cleric trainer, not by the necro trainer...go figure)

Thanks for info =P I am going to get this spell for my necro, it will help a lot with tougher mobs.
