To find Sarlos Windwalker in Shadowhaven you need to go to building entrance at 188,1144 and then step on teleporter in room.

He is located at 311,1213

Touch the plant in the middle of the large room to teleport back

Actually. When you cast it on yourself the message comes accross to otehrs as "Soandso begins to walk faster" if im not mistaken.
