They apparently have recently nerfed this spell hard. It no longer works in most zones. Says "This target appears to be unaffected." before even casting. I'm not sure why they did this, but it was most likely done to tick me off personally.
Godzuki is correct, the spell still functions.
You just need to make sure you are using it on the right level creatures.
When looking at spell descriptions for 'Reaction Raduis (##/##)' and 'Frenzy Radius (##/##)' the first number tells you what the redius is reduced to (in whatever distance units SoE uses).
The second number tells you the max level MoB the effect will work on.
So a (15/40) would mean that the radius is reduced to 15 units, and the max level of the MoB allowed is 40. You will find similar number schemes with other classes' Lull-style spells.
You just need to make sure you are using it on the right level creatures.

If you try to use this spell on a creature that is too high level, it will give you this message. Or, if you were using it on an appropriate level critter, hopefully, it is a bug to be fixed like the pet buff spell was a few months back. Doesn't seem like something they would "nerf", been around forever.[/b][b]

This spell is very effective. I tried it out for the first time with my Level 30 Druid at the recommendation of a Necromancer buddy. Despite what the spell description says, it works on any creature including undead, not just animals. I used it effectively in Estate of Unrest on Festering Hags, Werebats, Greater Darkbones and even the "ghost" down in the basement. Just cast harmony on each of the nasties in the room (critters that are close together will be affected by one cast.... just watch to see which ones have the spell effects bubbling around them). Once you have "harmonied" them all, simply cast an attack spell on the closest critter and only that one will be pulled to you. This will greatly increase your survival chances both solo and in a group and help prevent untimely deaths and the dreaded trains you see so often in Estate of Unrest and Blackburrow.

What does this spell do and how do I use it effectively as a lvl 5 druid hafling?

You use this spell when you want to pull one mob from a cluster. Harmony is a small radius and if you click one of the mobs, it will allow you to pull one at a time. I recast it each pull to be safe, not sure of how long the effect is. It keeps the others in the mob from attacking you when you want to pull just one. Hope you understand what I am saying. I use it a lot when soloing camps with my druid. Its great.
