Loc: Mignar Mi`Draskch at 151.94, -944.75, -38.84 in Neriak Commons
The ONLY place I've found with Translocate: Grimling, Dawnshroud and Twilight is Mignar in Neriak Commons (see Alikaar's post below). They're NOT on the Abysmal transportation spell vendor and NOT sold in Temple of Sol Ro.
If your wizard isn't a dark elf, just buy them with a DE mule.

This is actually the NPC effect of the SK spell Shadow Vortex (which can be bought). I believe that some NPCs proc this same version in Grieg's End--if not more locations.

I believe that you buy it off a vendor in luclin at the SK guild in echo caverns.
