Tried logging out and back in as well as gating to guild hall. Neither cleared the buff so I just /dueled my toons and died to clear it.

Campired while in zone to a campfire in the zone cleared it for me.
Death is one way to remove this debuf. The other way seems to be killing other named in Fear Itselft. I was able to clear it killing a Ancient Dracoliche.
I got Oppression of Thule:Permanent this morning while fighting Fright in Fear Itself. It was not removable. I tried repeated castings of several different level 105 Druid and Cleric cures with no effect. Radiant Cure 9 also does not touch it. I tried completely logging out of the game. No change. I ultimately had to kill myself to get it to go away.
It capped my HP at 70% and Mana at 25%. While I was fighting Fright, I popped Staunch Recovery (6th year Veteran AA) but it only took my HP to 70% and Mana to 25%.
A guildie suggested this may be a replacement for his Harm Touch.

Me and my two boxes got hit with this while working on Hunter badge. Same thing. Nothing would strip it not even dispel magic... I choose to leave it up instead of killing myself. Fright spawned again and during the second kill he stripped all three chars of this permanent buff.
