It lets a Necromancer summon a pet in 30% less time, as long as the summoning spell is under lvl 45.

This works with any "pet" spell that is L44 and under for presumably any class. Tested with a BST, MAG, NEC, SHM. I am presuming it will work for the other classes too. Its a nice affect, basically your spell bar starts off at 2/3rds straight away and completes the summoning a LOT faster for these spells. Makes recasting a pet in melee combat much more possible.
