I have a DiamondineEarring on one character and a Polished Bone Bracelet on another. Would there ever be a point in doing a transfer to "loan" an item from one character to another? If they stack, it could make it much easier to solo certain areas.

Question - this states that it's only good on "Detrimental" spells...what's a detrimental spell???

Detrimental, I believe it means DoT, or Damage over Time
Detrimental means if worsens a mobs or players status. If it would show a red-lined icon in the buff window it will qualify.
So Roots, DoTs, snares,de-resists will all be affected, but rains would not. Those just hurt :)

I believe that "Limit: Spell Type(Detrimental only)" means that the spell must be a negative one (i.e. harmful), which would normally include ALL attack spells... however, the "Limit: Min Duration(36.00 sec)" restriction basically limits this to DoTs (damage-over-time spells) only. All instantaneous-damage spells are well below the minimum duration of the effect.

Just a correction, it doesn't affect roots, and I don't belive it affects debuffs but I'm not possitive about that it DOES affect dots of all kinds, poison, disease conjuration magic etc.
On the Cleric, Stun spell reveils that spam of 'Your polished bone ... has cast...' every time cleric uses stun, so I have a stun hotbutton next to sit hotbutton. No drop in mana is ever noticed.
It goes something like this, sit, stand cast stun, sit n mend, stand cast stun, sit n mend. I think stun mob causes me to not heal as much,
FYI. I get two stun cast off on single pull. On multi pulls, cast SH on MT then Stun on mob attacking casters; so Main Taunt is given time to recover the agro.
And the Polished Bone is very effective!!! I use 2 of them. Dont know if they stack but mana is not used very much to notice.
