It can also be located in Ak'Anon (for you Necro Gnomes that can't find it). It is sold by the Cleric Spell Merchant located at +2153.86, -364.69. It is right down from the Necro spell vendors so not too far away. Hope this helps someone else out.

Have only tried on Agnarr server, but Confirmed this can be purchased in Ak'Anon from "Clockwork Merchant (Cleric Spells)" at ingame location of +2156, -367, -182.

Found this on Dar Khura Ahmih, in the building with the Alchemy venders next to the bank, on the second floor. Loc is about -220, -349. He is listed on the LoY map as Ahmih (spells).
