Any secret to how this is used?
Tried "casting" it several times, but it doesn't even bring up the casting bar, let alone "hit" the mob with any
of the detrimental effects.

It's a targeted spell. When you click the spell gem, you have a spinning circle attached to your cursor. Click again to place it, then you will see the casting bar.
