Jolum is in the first room to your right as you enter the bazaar -- just go right and then right in the room
Where in the bazaar do I find NPC Jolum I have searched and have yet to locate him.

there is a big building in the center of bazzar were there are a bunch of NPC vendors and there is a stair case on the east inside that building go upstairs and head toward the front of the building (south) there is a patio or over hang on the front of the building Jolum is standing on a table on that over hang... hope this helps : )
