Have you ever thought that this is something a mob uses. Normal complete heal spell is 7500. Most mobs, big mobs anyway, heal themselves for more. Just a though. Maybe all the outrageous stuff is for mobs.

Sony puts fake entries in the spells database, since they know there are people out there parsing it, looking for something new. Look at the effect of this "effect": 80% improved healing with no limits as to what heals it will work with? That is never going to go live. Sony added this as a joke on parsers.

Any live healing improvement effect/spell is pretty much guaranteed to include restrictions against applying to Complete Heal and the Shaman/Druid Incomplete Heal (percentage heal) spells. They simply won't allow a cleric to cast a 13,500 hit point Complete heal, especially after they nerfed it down from 10k!

I dont think they are "fake" entries. They are more than likely test entries for when they are testing something out. They never plan to go live with it, they just use it during some game in house testing. They just don't remove it either so whenever they need to test against it it is there. I do this in programming myself.

The term "cheat codes" came from this in that many times they were never meant to go to the public, it was used in house for testing only. Then some gung ho happy employee - released - them into the public.

Sony does, without doubt, put in "fake" entries just for parser amusement.

Look up the spell Wizard Mastery on lucy some time. It's been in the spdat since before Kunark (why it used to be listed as a lvl 49 wizard spell). While the spell's effects are fantastic enough (especially note the target, heh), note the Cast On Other message and know forever that Sony has a sense of humor...

Might just be an effect on a GM only item. I highly doubt it would be in there database if it wasn't in the game in some way shape or form.
