This is a potion effect, and a lot of potions USED to have negative side effects.
Well, as taken from EQSHAMAN.COM:So it does heal you, but it also slows you down and makes you a lot dumber, so on the balanace they called it negative.
However, a while back the patched the potions so they no longer had negative effects along witht he good ones, I'm not sure if this still slows oyu down and makes oyu dumb, or one or the other, or neither.
