Contrary to popular belief this does not proc resistances. It procs damage increases to each school, as well as twincast, a chunk of mana, refreshing twincast, refreshing harvest, and an agro reduction on spells.

The unknown spell is refreshing twincast, the Syllable of refreshment is refreshing harvest.

The school damage enhancements do damage to you until you use them.
Ice can only be used up by casting ethereal iceblight/icesheet cascade.
Fire can only be used up by casting ethereal combustion/Kylxcxyk's
Magic can only be used up by casting ribbon lightning
"Mastery" can be used up by casting ANY of the spells listed above that are used to satisfy the damage boost to an individual school.
