Hamilton gave this info already really, but for those like me that find the spell text a useful description:
Spell Effect: A spell which heals the target, smites the target's target, and does extra damage if the target's target is also vampiric, undead, or elemental

These are obtained by turning in "Trade-in Gem: XXXXXX" to (forget name atm) a dwarf in Brell's Rest to the right of The Hole zoneline.
Trade-In Gem: Holy Intervention Rk. II dropped off "a lavakin" in Brell's Rest
Quite a nice spell. Heals your target (10k+, 20k+ crits - with focii) and then nukes your target's target for 3500 (?). Also adds damage if the mob is undead, elemental, or vampiric.
