I was able to buy this spell from Zebuxoruk (after Queen Malarian win and for 310 chronobines as well) before having access to Void B.
So that can be bought in Void A.

This spell became available to me today in void b, after completion of the "Temple of Bertoxxulous: Queen Malarian" Expedition. Purchase price was 310 Chronobines. coincidently, I had bought the first rank of this only 2 hours earlier, after completing Oceangreen progression. I wish I had known it was going to be available, before I spent 155 Chronobines on the Rank 1 version.
