Is the reagent consumed or not consumed?

Shauri's Sonorous Clouding (BRD/19) says it needs
a flute as a reagent and that a flute acts as focus
when in fact it is a non-consumed reagent that must be
wielded (or represented) in order for the song to take finish
(the focus would be any item's wind instrument modifier).


Also, Lucy's spell detail shows the Category as AA/Ability.
Is this a spell or an ability?
