I did some quests and figured out how much each faction level is in terms of points:

Scowl ready to attack: -751 and below
Threatening: -501 to -750
Dubious: -101 to -500
Apprehensive: -1 to -100
Indifferent: 0 to +99
Amiable: +100 to +399
Kindly: +400 to +649
Warmly +650 to +999
Ally: 1000+

Also note that your race and/or religion may be a huge penalty. For instance after killing mass frogloks in sebilis and maxing out faction with the legion of cabilis I am only apprehensive; the only way to go higher is with faction spells/songs or illusions. Also in cases like this you literally have to gain thousands of points just to be non-kos. I have an iksar warrior and after killing undead frogloks in lower guk from level 25 until level 49 the live frogloks still scowl at him ready to attack. With illusion high elf he was up to dubious at level 45, so that is 20 levels worth of frogs just to overcome his religion (cazic-thule), as agnostic high elves start at bottom level dubious.

very nice pvp spell. cast once and sit next to guards. someone attacks you and you have instant bouncers!
