In the Advanced Search database, this effect shows up on TONS of items, even though the items do not have this effect. This search (Iksar Monk Wrist Armor with AC value of 5, HP value of 1, excluding Legends and Raid) is just one example, showing the following items having the effect:

What I am pointing out is that, despite the fact that none of the aforementioned items have Insidious Decay (which is not a problem, cool as it would be to have that as a clicky), that search and many others show an effect of Insidious Decay on many items. Click the link and look at the "effect" column.
There is only one item that has Insidious Decay as an effect when using that as a search-defining term, and that's the spell itself.

The list isn't endless. It's just displaying every single piece of armour that an Iksar Monk can wear on their wrist. You didn't select Insidious Decay as a limiter. When you do, nothing comes up at all (which is how it should be).

Ok I figured why. It says on this page

Very good spell, Its has a quick cast time, is Unresistable, and stacks with malo type spells makes this one a must have for slowing, Casting It and Malosi on a Mob means odds of the mob resisting slow are very low (Shaman's slow being a disease)

there is one slow that is based on disease...but the slow that gives the best result (reducing attack speed) is based on magic save..so you wont be using this often..

well you will use it more often if your a Solo'n shammy who likes to use PoX because it gets resisted quite abit.
