I think any cleric mark that lands on a mob removes that mob's Damage Shield and replaces it with a shield that does what this spell describes. So in a way you are right, it is not a damage shield reduction of 34. However, like other marks, it completely removes the target's existing damage shield. If I am mistaken I would love to see some dialog to the contrary.

This does say in game

"Spell Effect: Places the mark of the devoted on your target, dealing 62 damage each time the target strikes another creature and healing 34 points for each of your allies each time they strike the target."

Not DS reduction of 34...
