I tried to cast this on a level 41 PC and got the "... too powerful" message. I know that c2 will stick to a level 41, so I thought this would too. Actually, I hoped this would stick to all levels. It would be nice to give lowbies an extra mana/tick that stacks with C1, but no such luck.
I will try casting on each level above 41 to find what the minimum is and post again. I'm betting it's 44.

It will be 42. Here's the mapping:
spell level - min target level
50,51 - 40
52,53 - 41
54,55 - 42
56,57 - 43
58,59 - 44
60,61 - 45
62,63 - 46
64,65 - 47
I assume the same applies to spells 66-70 though I have not tested it. Hope this helps.

Excellent spell for those Necromancers and/or High level SK's that prefer lich over mana regen spells such as C2, KEI, etc...
Hit them with this and you'll they get 100 more to pool and 1 mana per tick regen.

just like Gift of Magic. Unfortunately, no it does not stack on Kei.
